Shropshire Short Breaks – invitation to apply for contracts

Shropshire Council logoShropshire’s Short Breaks Team are looking to gain new applications to deliver Short Breaks opportunities in 2014/15 for children with disabilities or additional needs as part of the ‘All In’ programme.

The deadline by which all applications must be received is 5pm on 23rd January 2014.

Community Support Service for Children & Young People with Disabilities

Shropshire Council logoThis service is part of Shropshire’s Short Breaks offer. It provides enjoyable, safe and valuable activities for disabled children and breaks from caring for their parents / carers.

Following a competitive procurement process and a stand-still period which ended at midnight on 7 March 2013, we are pleased to confirm that the contract has been awarded to Action for Children Services Ltd (AFC).AFC logo

The contract will run until 31 March 2015, with the possibility of a one year extension.

The service consists of four elements:

Age       Eligibility
1 After school clubs during school term time, including a bi-weekly Saturday club 4-18 Children’s Social Care criteria apply
2 Outreach activity at the weekend and after school. (In term time and school holidays) 4-18 Children’s Social Care criteria apply
3 Activities during the holiday periods 4-18 (19) ‘All-In’ members + children supported by DCT¹ + Severndale pupils
4 Residential opportunities for children to develop independence skills 4-18 (19) ‘All-In’ members + children supported by DCT¹ + Severndale pupils

¹ DCT = Disabled Children’s Team

Parents told us that they “don’t want a reduction in the level of service being offered”. The Council also expects that the demand for community support is increasing. In response, AFC will be contracted to:

  • Offer more places in after school activities during school term time
  • Offer more places for outreach activity at the weekend and after school
  • Maintain the number of places for holiday activities
  • Maintain the number of places for residential opportunities

Parents said that they “want to choose the setting which they feel is most appropriate for their child’s needs”.

  • AFC will be contracted to negotiate with suitable venues, including, but not necessarily limited to, The Priory School and Severndale Specialist School.

Parents said they wanted a mixture of challenging activities and more supportive activities.

  • AFC will be contracted to provide this choice.

Parents said that they wanted the option of half and full days.

  • AFC will be contracted to provide this choice.

Parents said that they wanted Severndale pupils up to age 19 to be able to access holiday places.

  • AFC will be contracted to provide this.

Parents said that they wanted the option of family activities and sibling support.

  • AFC will be contracted to offer this, providing this does not reduce the opportunities for disabled children.

Parents said they wanted to have a choice of payment methods.

  • AFC will provide this.

Shropshire Council is seeking applications from service providers to assist it in meeting the requirements of ‘The Breaks for Carers of Disabled Children Regulations 2010’.

Shropshire Council are inviting applications for the following;

• Provision of a playscheme during Easter and Whitsun school holidays 2013 for children and young people with disabilities aged 5-19.

• A range of short break opportunities that will run for up to one year from April 2013 to March 2014 with the possibility of extension by one year.
